Dear Friends:
On behalf of Friends of Animals’ 30,000 New York members, please accept our heartfelt thanks for introducing The Companion Animal Access and Rescue Act
(CAARA) in the New York State Assembly and Senate as a successor bill to Oreo’s Law, which we enthusiastically supported.
Friends of Animals, an international advocacy group incorporated in New York in 1957, fully supports CAARA - legislation to provide rescue groups with the means to save otherwise doomed dogs and cats in New York shelters.
Without Oreo’s Law and CAARA, animals face death after being unfairly denied the opportunity to be sheltered by energetic rescuers who work with the successful strategies of the No Kill movement.
To pass CAARA is to take the ethical path. This law will save puppies and kittens, and friendly, healthy adult animals and feral cats, along with individuals like Oreo, a dog who needed kindness, patience and rehabilitation as an approach to overcome the abuses imposed on him by humans.
CAARA will take us another step beyond the antiquated shelter concept that has, for far too long, operated as death row.
The lives of all sheltered dogs and cats matter to them, and your work to pass CAARA will save animal lives in New York and across the country as other communities join this vital effort.
Sincerely,
Priscilla Feral
President
Friends of Animals

I am proud to be a long-term member of Friends of Animals (and Primarily Primates). You are one of the few national animal organizations that walks the walk, including providing meaningful funding for subsidized spay neuter surgeries. Thank you for supporting this legislation.
